Alton Payne
Alton is an Adjunct Professor of Logistics and Jurisprudence at Houston City College. Alton has worked in the energy industry for over 40 years. He has practiced energy and intellectual property law, served as Vice President of R&D at Gulf Applied Technologies, has taught at three colleges, and was a physical scientist at two national laboratories. He has worked for five Federal agencies: NOAA, EPA, DOE, PHMSA, and BSEE. He is Chief of the Standards Development Section at BSEE within the Department of the Interior (DOI). Alton attended the United States Merchant Marine Academy and was a commissioned officer assigned to the United States Ship Ferrell and to the National Bureau of Standards (now NIST).
Alton holds JD, PhD, MS, and BS degrees. He has a JD in Regulatory Law from the University of New Hampshire Franklin Pierce School of Law, a PhD in Environmental Sciences & Engineering from The University of North Carolina at Chapel Hill, an MS in Nuclear Engineering from North Carolina State University, and a BS from The University of North Carolina at Wilmington with a double major in Physics and Mathematics.
